Es bestehen folgende Moeglichkeiten, Angehoerige in unbesetzten Frankreich zu unterstuetzen:
1) Geldsendungen
a) Nach den derzeitigen amerikanischen Vorschriften koennen Personen, die ueber ein Jahr in USA ansaessig sind, Verwandte und Freunde in den unbesetzten Gebieten von Frankreich durch Vermittlung der American Express Co. monatlich bis $50 uebersenden, wenn sie diese Angehoerigen und Freunde in den 6 Monaten vom 8. Oktober 1939 bis zum 8. April 1940 laufend unterstuetzt haben.
b) Personen, bei denen diese Voraussetzungen nicht zutreffen beduerfen einer Spezialgenehmigung der Federal Reserve Bank, die durch Vermittlung ihrer Bank beantragt werden muss.
c) SELFHELP kann, auf Grund einer durch die Federal Reserve Bank erteilten General License Geld nach dem unbesetzten Gebiet Frankreichs ueberweisen. Die Unkosten fuer den Transfer sind wie folgt:

von $31-$50 – 10% des Ueberweisungsbetrages
Die Antraege werden in der Reihenfolge des Eingangs erledigt. Wir bitten, den Betrag, der transferiert werden soll, im einzelnen Fall nicht zu hoch zu halten, damit im Rahmen des zur Verfuegung stehenden Kontigents moeglichst viele Antraege beruecksichtigt werden koennen.
2) Lebensmittelpakete koennen leider gegewaertig nicht mehr von der Schweiz aus zum Versand gebracht werden, da die Schweiz die Ausfuhr gesperrt hat. Nach telegraphischer Information bestehen Einkaufsmoeglichkeiten in den Kantinen des Camps. Es wird geprueft, ob sonstige Lebensmittelsendungen durchzufuehren sind.
3) Kleidersendungen, die gebrauchte Kleider, Decken etc. enthalten, koennen an sich durch jedes U.S. Parcel Post Office bewerkstelligt werden. Pakete duerfen nicht mehr als 44 amerikanische Pfund wiegen. Naehere Auskunft bei den Parcel Post Offices. Es wird jedoch darauf hingewiesen, dass diese Kleidersendungen den Bestimmungen der britischen Blockade unterliegen, sodass die Gefahr der Beschlagnahme besteht.

The following options to support relatives in unoccupied France are:
1) Money Transfers
a) According to current American regulations, individuals who have resided in the U.S.A. for more than a year can send relatives and friends in the unoccupied territories of France up to $50 a month through the American Express Co., if they supported these relatives and friends during the 6 month time frame of October 8, 1939 to April 8, 1940.
b) Individuals who do not meet these requirements require a special permit from the Federal Reserve Bank, which must be applied for through the bank.
c) SELFHELP can transfer money to the unoccupied territories of France based on the General License issued by the Federal Reserve Bank. The transfer costs are as follows:
up to $30 - $3
from $31-$50 – 10% of the transfer amount
Applications will be processed in the order in which they are received. We ask that the amount to be transferred not be too high in each individual case, so that as many applications as possible can be considered within the framework of the available contingent.
