A February 15, 1979 memorandum from Lawrence G. Stewart, Director, Office of Education, Business and Labor Affairs, sharing "Memorandum for the Heads of Executive Departments and Agencies," a January 17, 1979 White House memorandum, signed by President Jimmy Carter (1924-), which requests that federal agencies support and expand programs to support historically black colleges and universities (HBCUs) . A list of HBCUs is included.
